Pacific Legislative-Executive Summit Meeting of 1997
Resolution No. 1
Relative to establishing a consensus among the island governments regarding how the United States of America should address the impacts of the Compacts of Free Association on the Territory of Guam, the Commonwealth of the Northern Mariana Islands and the State of Hawaii and establishing a Technical Working Group to assess the economic and social impacts of the Compacts.

1. Resolution No. 16-GA-01
Respectfully urging Continental Micronesia, Inc. to study the feasibility of and implement, if feasible, a program to train Micronesians in aviation-related fields.
2. Resolution No. 16-GA-02-C.D.1
Respectfully urging Continental Micronesia, Inc. to maintain its current flight schedule of flights to and from the Republic of Palau and the State of Yap.

Expressing sincerest appreciation to President Jacob Nena, Kosrae Governor Moses Mackwelung, the Kosrae State Legislature, the Federated States of Micronesia Sports Committee, the FSM Amateur Sports Association, and the Kosrae State Sports Committee for their coordination of the Second FSM games held in the State of Kosrae.

Expressing the warmest appreciation of the Association of Pacific Island Legislatures to individuals who have served as APIL staff for the past year.

Nelson for his service as APIL Vice President from January 1, 1995 to December 31, 1996; to the Honorable Thomas C. Ada (Guam), the Honorable Alan Seid (Palau), the Honorable Hersey Kyota (Palau), the Honorable Lambert Lokopwe (Chuuk, FSM), the Honorable Eusebio A. Hocog (CNMI), and the Honorable Innocenti Onesiom (Chuuk, FSM), for their service as APIL Directors; and to the Honorable Roger S. Mori for his service as APIL Advisor from October 1, 1995 to September 30, 1997.

Relative to requesting the Association of Pacific Island Legislatures (APIL) and the chief executives of participant nations to form a regional association of Pacific Island and insular area leaders and requesting recognition from Asia Pacific Economic Cooperation (APEC) as an APIL economic entity.

To encourage the APIL Entities to conduct a comprehensive feasibility study on the availability of tourism facilities in the APIL region, and, to develop the region's tourism industry pursuant to such study while exploring and implementing means of protecting and preserving the cultural attributes of the region.

Resolving that the Association of Pacific Island Legislatures member jurisdictions pledge to cooperate and coordinate their law enforcement efforts aimed at the eradication of illegal drugs from the region.

Requesting existing organizations that deal with problems within the family, which organizations are located within each member entity, to inform the APIL of the domestic violence situation and programs in their respective areas and to work together to address the problem of domestic violence on a regional basis.

Authorizing and directing the APIL standing committee on health and environment to conduct a feasibility study on the establishment of a regional organization of health care plans, health insurance programs and health maintenance organizations within the region specializing in financing the delivery of health care.

Requesting the Chief Executive of each APIL member government to initiate an immediate plan for the training and education of persons in the maritime industry, especially in maritime law, research and statistics, harbor management, and ship captaincy.

Relative to endorsing the intent of HTV/Hawaiian television to establish a superstation dedicated to broadcasting programs of pacific content to audiences within the region and the pacific rim.

To urge the creation of an APIL Internet/World Wide Web page and electronic mail (e-mail) to better facilitate and promote communication between the APIL Entities and provide current information about the region to the world.

Urging Continental Micronesia to assign immunization (vaccine) cargo as a shipping priority to ensure the integrity of the "cold chain".
