WHO WE ARE

APIL MISSION STATEMENT - Adopted July 31, 1981


The Association of Pacific Island Legislatures mission is to organize a permanent association of mutual assistance by representatives of the people of the Pacific Islands.

In recognition of the need for policy makers of the Pacific nations, states, and territories, to meet periodically on a regular basis to consider matters of mutual interest in areas where regional cooperation, coordination, exchange and assistance would help individual governments achieve their goals through collective action, it is proposed that a mutual assistance organization be formed by representatives of those Pacific Island people who express willingness to join together in an association structured with sufficient capability and permanence to address, in depth, the substantive regional and international issues facing the emerging Pacific governments.

These issues may include, but are not limited to, those arising in the areas of Resources and Economic Development, Commerce, Legislation, Energy, Regional Security and Defense, Communications, Cultural Appreciation, Health and Social Services, Education, Agriculture, Air and Sea Transportation, Aquaculture, Sports and Recreation, Youth and Senior Citizens, Tourism, Finance, Political Status, External Relations, and Development Banking.

To advance this interest, it is further proposed that representatives from the law-making bodies of the Territory of Guam, Republic of Belau, Commonwealth of the Northern Mariana Islands, Republic of the Marshall Islands, Federated States of Micronesia to respectfully include the States of Ponape (now Pohnpei), Truk (now Chuuk), Kosrae and Yap, who are recognized prominent among prospective members of the proposed mutual assistance organization, be invited to join deliberations during an organizational planning session to be convened for this purpose beginning November 23, 1981 in Guam, at which time specific organizational proposals will be considered and adopted.
